the hair thing try a chemical relaxer or texturizer. deep conditioners make the hair softer also remember do not do either of the chemical treatments alone especially if you have never had done and /or done so yourself these could take out your hair and cause chemical burns deep conditioning is the easiest it will become softer and more manageable over time

the complexion thing the only thing i know to do is stay out of the sun for extended periods of time

Natural hair can be very soft if you find products and a routine that work for your hair. Learn to love your hair and your skin and your blackness. Skin bleach sounds scary. I would say DEFINITELY don't try that. Raise your self-esteem, and you'll look back one day and wonder why you wanted to change your beautiful hair and skin.
